Committee Reports
Legislative Committee: Susan King: Bunny Lewis has appointed by accepting the offer from Teri Gerlt to be Legislative Chair for NPO. She had been on the Cabinet on Health Policy previously.
Dispensing issue: The rule that needs to be changed is that of the nurse practitioner having to hand medications that come to the clinic directly to the patient. This is a cumbersome practice. Discussion has begun with the Board of Pharmacy.
Scope of Practice:
The Scope of Practice issue started by Laurie Monnes-Anderson has resurfaced. NPO has been asked to donate money as well as participate. There has been no commitment because we think this is a legislative process. The PEW commission process already exists. It is believed that the appropriate boardÕs knowledge and expertise needs to be utilized.
Jack Dempsey plans to participate in the meeting, and a nurse practitioner is asked to volunteer. Jody Blase offered to look at her schedule to attend and dates will be emailed to her.

Former Governor Kitzhaber said yes to the invitation to be keynote speaker.
The brochure format change was to save money. Travel expenses are higher. Food expenses are higher. Not as much money is coming in for grants. Wyeth provided $4000. Takaeda offered $1000 at the local level. Many had declined participating. The pharmaceutical companies still have philanthropic objectives, but we are not seeing the donations to the conference that had happened in the past. Previous donations totaled $10,000.

On the NPO website, member page, right side panel we have activated the sign up for NPO members to update their email addresses and if not already receiving emails to request to be put on the list to receive alerts regarding meetings, events and important state and national issues for NPÕs. Interested members can also receive ONA email news by being placed on the list. Thanks to Susan King, Scott Palmer, Kathey Gannett and Frank Land for this new feature.
In 2007/2008 there was some work done on the NPO brochure. Due to need for more input by a committee of members Bunny has been asked to coordinate the development of a group of members to work on the NPO brochure. All past development ideas/creative design is available for use.
The 2008 NPO Conference info and registration is online. Interested attendees can register online/fax or mail their registrations. A big thank you to Mary Schwartz, Scott Palmer, Pam DeVisser, Frank Land and Kathy Gannett for bringing it all together.
NPO Brochure:
There is a need to determine focus of brochure: to recruit members, or to educate patients and clients.
At first was for educating patients and clients. It was suggested to let the strategic planning process guide.
A printable sheet for the website and/or to hand out at the conference might be useful. What is different about NP practice in Oregon. Directing the brochure or printable sheet to new members might be useful.
Regional rep reports:
Linda Hatch: Reported from central Oregon. Jim Monroe is on Board of managed care Central Oregon IPA. He is running for a high role in Bend.
Use of mid level term needs to be corrected. Megan Hayes, NP is medical director of three clinics in Bend.
Meg Portwood: Reports an interest in recruiting students to join NPO. Access to new NPÕs licensed in the state is available from the BON but there would be no email addresses.
Roger Fogg, AANP Representative:
Reported a letter from Jan Towers regarding HR 6826, describing the ability to support NP ordering of home health. Jack is going to ANA lobbyist meeting next month. He will check to see if this bill will move. It might be preparation for next year. Support this bill.
AANP state award for excellence open for nomination. The national conference will be in June this year. It will be June 17-21st in Nashville, next year.
Susan reported AANP leadership/fellowship program is scheduled for 19-21st in Washington DC. A free trip is available to a member. The purpose is to teach one how to lobby. Terry will be asked. Suzy showed interest in participating.
Members noted concern about certification renewal through AANP. There is difficulty getting it and communicating with the organization. If certification lapses, you have to retest. Roger will check on this with AANP.
Reports on Groups:
Oregon Better Health Initiative.
Pam has been attending these meetings. The Trust for Health Care Excellence put together this initiative. The people involved are mainly Peter Casey and Chuck Kilo. This was started at the National Summit last year in Denver followed by a summit in May in Portland. The next state one will be in October. Pam is going to the leadership meetings.
Purpose: Health care professionals are actively working to improve health care and outcomes. Guiding principles are individual and family at the middle, primary care team overlapping. There would be interaction with ancillary services and specialists. There is a need to include insurers, payers and employers in this discussion. They are trying to be not another think tank, but to be action people. Advanced practice professionals have been invited to the discussion. They see us as a very vocal group that is patient focused.
No money is requested. The next meeting is October 10th. There is tuition to cover the cost of holding the meetings.
Motion: Linda Hatch moved that NPO of Oregon will sign on with the Better Health Initiative. Suzy seconded. Motion carried.

APRN Consensus Document
Susan King made a recommendation to review the document and decide what our recommendation should be. There is a need for an official position from NPO on this. It is important to read and discuss. The plan is to send out email and postcard with the link to the document. The State Board of Nursing has not commented.
Rural Health report: Meg.
Annual meeting is Sept 25-27 in Bend. They are trying to have primary and rural health venues. CMS is currently in process of rule recommendations regarding rural health clinics that might severely impact rural clinics. Nancy Abrams has been looking at contacting clinics that could be affected. Dispensing issues may affect how rural a clinic has to be.
Announcements: Susan
Monday, Laurie Monnes-Anderson is holding a health care town hall meeting in Gresham. Susan will attend.
August 21st Rep Harker, will have a health care town hall meeting at St. VincentÕs. This was noted in e -news.
In September the Oregon Health Fund Board report should be completed. This is the State legislative effort to reform health care. Jack and Susan will come up with talking points and will give out electronically.
ONA is undergoing a technology review. Squishy Media is looking at everything and once needs know will phase in recommendations. This will be very expensive. NPOÕs needs are also being looked at.
ONA Strategic Planning retreat is next month. NPOs meeting results today will be going per representatives.
ONA has hired Samantha Shephard. Her job will be the grass roots. She had worked with Planned Parenthood previously.
ONA has started on building repairs. There may be some location and work hour changes because of the noise level at times.
It was recommended that a survey monkey be utilized for income/salaries and NP needs.
