CALL TO ORDER
Kat Chinn, Chair called the meeting to order. The members present were welcomed.
ANNOUNCEMENTS:
1. Monica discussed the nomination of the peer award for excellence in memory of Dan LaPolma, Nomination forms are available this evening.
2. Attention was drawn to the agenda which included bylaw changes that were announced one year ago and still need to be voted on.
3. Barriers to practice survey: Please fill out.
4. There are talking points outlined regarding Home Health and Hospice.
5. There will be a vote on last quarterÕs minutes at the next business meeting. The minutes can be found on the web site.
Presidents Report:
Kat Chinn reports an exciting legislative year. Several bills ONA/NPO supported went through the process.
Treasurer: Gillian Rosicky, will forward the treasurerÕs report.
UNFINISHED BUSINESS
Clarification of NPO Bylaws: Section 2, Role/Responsibilities of Regional Representatives was clarified.
Section 2. Role/Responsibilities of Regional representatives
a. Regional Representatives shall serve as participants on the Membership and Marketing Committee for their specific geographical area.
Bunny Lewis moved to accept the revised bylaws. Rose Barrington seconded the motion. Motion carried.
Legislative report:
Claudia Peterson:
NP workers comp. HB 2247, removed the sunset on NP authority on Workers comp. Legislation allows continuation of care by NPs without concern about this being allowed in the future.
SB 183 Medical liability insurance. Bates and Maurer were leaders. Rural Nps will be included in reimbursement depending on the location. This will be managed from the Office of Rural Health and all NPs will be noticed by mail. For more information, go to OHSU rural health site.
SB3 passed with a contingency to be supported by the cigarette tax. ONA was a forerunner for childrenÕs health care.
Formulary NPO/ ONA is working on an open formulary for NPs and CNSs. The goal was to introduce it in the 2008 short session. If not then, it will be introduced in 2009. A committee hearing is anticipated in November.
Managed care: Managed care organizations that do not allow NPs on primary care panels have been identified. There is a need for more information from NPs to determine if there are other managed care organizations that are not allowing NPs to have panel status.
Home Health A bill is pending in Congress to authorize NPs to admit patients to home health.
SB 717 scope of practice bill The history of this bill was reviewed by Martin Taylor.
A member questioned if there could be an enhanced system for communicating with members more efficiently. Bunny Lewis stated that she will pursue the idea of a list serve. Members would need to subscribe to the list serve.
Ballot Measure 50. The funding source for SB3, is an increase in the tobacco tax. This funding would reimburse all school based health centers. Health care for all kids would be provided. There will be support for community safety net clinics and nurse advice line. All present are urged to vote on Tuesday.
Conference report Pam and Larlene: Thanked all the members of the committee.
There were 300 registrants, 33 vendors. There was $10,000 in unrestricted grants to support the conference. All of the dinners on Friday were supported by pharmaceutical companies.

A letter was read from Susan Lutton, from Hood River Inn welcoming the conference for October, 16, 2008. October 2008. It will be at the Best Western Hood River Inn. On Ocotber Fest weekend.
Marketing and Membership: Members are urged to complete the online membership information update. Volunteers for this committee are needed.
Professional Standards: Anne Barry-Lever. Discussed meeting with managed care organizations. Urged everyone to complete questionnaire.
AANP Roger

Medicare has developed value based purchasing. They will be instituting pay for performance starting January 1st. Go to www.cms.hhs.gov/pqri You will need your NPI number to submit the areas you want to be evaluated on. They promise that they will send confidential report at the end of 2008 and there may be a bonus at the end of the year. Payment is down 10% now, in 10 years it will be down 20%.
AANP currently working on:
1. Title 8. Contact representatives to support title 8 as is currently written for funding for NP education.
2. FICA bill. NPs currently canÕt take care of federal workers comp patients.
3. NPs can be credentialed in hospitals.
4.. Home Health 1678 and S 1605.
5. Tobacco legislation. Place under FDA.
Communication: send Roger a card with email address. AANP has a list serve for members.
OSBN, Tracy Klein, advanced practice consultant.
JimMcDonald an NP, has been elected as president. There has been much press attention regarding the nurse monitoring program which has been in place since mid 90s as an alternative to discipline.
Prescriptive authority for CNSÕs. There is a pink survey form available, please complete.
Purpose is to validate a tool used to determine competencies.
Advanced Practice: starting transition to DNP. DNP will be the primary option for NPs in the future. MasterÕs degree will still be recognized.
Proposal for expedited partner therapy. The purpose is to allow NP to give prescription of STD treatment to partners. There are legal issues around that. The Department of Human Services will call a task force to discuss.
