On Wednesday, May 8, 2019, Senate Bill 128 (SB 128) to affirm nurse practitioners’ scope of practice, was approved by the Oregon House of Representatives in a 50-8 bipartisan vote! This bill corrects a long-standing barrier to the performance of some procedures requiring fluoroscopy including for nurse practitioners (NPs) in pain management and orthopedic practice. The bill authorizes NPs, subject to the rules of both the Board of Medical Imaging and the Oregon State Board of Nursing, to utilize the services and expertise of the medical imaging licensee in the performance of procedures within the scope of the NPs practice and license.

For many years, NPs using fluoroscopy had done so independently, so this bill would align current and safe practices with statute. Considerable discussion and attempts to resolve the issue in the interest of safety and efficacy has been ongoing during this time. Having already received a bipartisan vote in the State Senate, the bill now goes on to the Governor to sign into law.
