Senate Bill 382 Background

During the 2013 legislative session, ONA worked to help pass Senate Bill 382 (SB 382) to require one Standardized Prior Authorization form that applies to all medications payable as a medical or pharmaceutical benefit, and created timelines around responses to prior authorization requests.

SB 382 simplified administrative and claims processes, improving patient care, reducing redundancy and inefficiencies and is integrated with electronic medical systems.

  • One Form: The Oregon Heath Authority and the Department of Consumer and Business Services now provides a uniform P.A. form for prescriptions allowing health care providers to provide patients with the medicine they need more quickly and efficiently, and giving you more time to care for your patients. This law applies to all health care payers who require prior authorization for prescription benefits which include:
    • Physicians/clinicians, pharmacists, prescribers
    • Health insurers
    • Patients
    • Pre-paid managed care organizations
    • hird-party administrators
    • Self-insured companies and organizations
    • Health care clearinghouses and others who preform claims processing
  • 2-Day Response: This law requires a payer to accept the uniform PA request form and to submit a response within two business days.
